Mr.
Shiang, Principal Consultant of ADvTECH
Environmental, Inc., has over 24 years of solid
professional experience in conducting hydrogeological
studies, providing project management, and developing
sound client relations in the environmental services
industry.
Prior to ADvTECH,
Mr. Shiang was employed by Geraghty & Miller, one of
the nations leading ground-water consulting firms.
His tenure at this firm, which started in 1977,
has provided him with solid practical experience in
conducting and implementing environmental programs
including hydrogeologic site investigations, RI/FS
programs, RCRA and CERCLA/SARA studies, RFA and RFI
programs, hazardous and solid waste assessments, UST
management, soil and ground-water remediation, computer
modeling, environmental assessments/audits for property
transfer, compliance review, and risk assessment.
Mr.
Shiang has managed numerous small scale to multi-million
dollar environmental projects to the client's
satisfaction, on time and on budget.
These projects have generally employed a
multi-disciplinary approach by integrating a matrix
system of management to meet the needs of the client.
He has developed and implemented contract
negotiations, performed cost-benefit analysis and
cost-control measures for large- and small-scale
environmental projects throughout the nation.
Providing his full personal commitment to ADvTECH's
clients, Mr. Shiang offers the highest standards of
excellence through sound environmental management
practices. In keeping with this commitment, he has
successfully strategized and negotiated, on behalf of
industry, strong technically defensible positions
related to hydrogeologic investigations and site

Mr. Monsour
provides a highly specialized niche in investigative,
analytical assessments, and data management.
Mr.
Monsour has over 6 years of solid professional
experience in reviewing capital designs for compliance
with Health, Safety, and Environmental (HSE)
regulations, writing environmental compliance programs
and procedures, and working on hazardous waste sites.
Prior to ADvTECH, Mr. Monsour was employed by the
Metropolitan Water District of Southern California, the
nations largest drinking water supplier.
Mr.
Monsour has performed groundwater sampling in accordance
with accepted technical practice.
Mr. Monsour has provided data management
expertise to Site Investigation projects involving
former Manufactured Gas Plants, and has performed
evaluation of groundwater in various basins within
Southern California.
Mr. Monsour also serves as the Civil Engineer of record
for proposed Natural Gas Vehicle (NGV) fueling stations.
Mr. Monsour certifies that the foundations and
structures associated with the fueling stations meet
seismic engineering design criteria.
Mr.
Monsour developed a field screening method for measuring
polyaromatic hydrocarbons (PAH) in Manufactured Gas
Plant (MGP) wastes. The
screening method involved a solvent extraction of PAH
from soil and use of ultraviolet fluorescence to provide
a quantitative estimate of PAH in the soil.
Mr. Monsour tested this screening method at a MGP
site in upstate New York, where the screening method
proved effective for providing a reasonable estimate of
PAH concentration at the site.
This work provided experience in groundwater
contaminant transport, as well as soil and groundwater
sampling.
The work was conducted in concert with other
research projects at Clarkson University, under the
direction of Dr. Tom Theis.

Ms. Kellerman has over 5 years experience in environmental-related
projects, including Phase I Environmental Site
Assessment and Transaction Screen Reports for a variety
of properties such as multi-tenant retail
establishments, dry cleaning facilities, vacant lands,
former gasoline stations, automotive service stations
and various other commercial and manufacturing
facilities in Los Angeles, Orange and San Diego
Counties. Her experience also covers soil and
groundwater collection sampling programs, monitor-well
installation programs and remedial
cleanup.
Ms. Kellerman's expertise covers all aspects of
environmental compliance and facility inspections.
She has extensive knowledge of California and
Federal RCRA, CERCLA, OSHA and DOT environmental
programs. Recent
projects
include: conducting Phase I Environmental Site
Assessments for industrial and banking institutions; completing
site inspections for real estate transactions including
the review of government database reports and prior
Phase I ESAs for the purpose of establishing the level
of environmental risk to a real restate project; data
gathering, site inspections, regulatory review, and
report preparation. She has prepared various
supporting documents including, but not limited to:
Health and Safety Plans, Quality Assurance/Quality
Control Plans, and Field Sampling Plans.
